We are currently seeking an experienced [Mechanical Engineer] to join the Eastern Region Distribution Department, Saudi Arabia.

The successful candidate will join the Eastern Region Distribution Department (ERDD), who handles and distributes refined hydrocarbon products in Eastern Region of the Kingdom of Saudi Arabia. Refined products are received from the refinery to the tank farm (storage tanks) through pipelines. After that, it is transferred to other locations by pipelines and trucks or transferred to a bulk plant for sales. Each bulk plant consists of a tank farm, loading facility, shipping pumps and support facilities. ERDD falls under the Downstream Operations, which consists of several facilities, including nine bulk plants and four civilian and military aircraft fueling facilities.

Suitable candidates will be well acquainted with capital programs planning and development procedures and processes.

•Expert in capital projects business case development processes, with economic analysis required to support meeting demand growth for refined products.
•Expert in project life cycle, from conceptual until onstream with deep knowledge on each stage.
•Expert in Microsoft Project, Primavera and PCR SAP system concerning capital projects planning and monitoring execution toward plan.
•Expert in cost estimation, and budget allocations concerning capital program.
•Familiar with business plan and operating plan development related to capital programs.
•Plan and execute BI-19 and capital projects.
•Coordinate with other divisions, departments or other stakeholders all project activities to achieve the planned milestones from engineering, material procurements and construction to meet the project ERC dates.
•Familiar with all requirements to achieve projects final Mechanical Completion Certificates (MCC) and Performance Acceptance Certificates (PAC).
•Have fair exposure to materials cataloging and spare parts data packages (SPDP).
•Excellent knowledge on PCR-SAP system related to capital program tracking and development.
•Familiar with all types of contract developments and procurements from short form contracts, mid-form contracts and long form contracts.
•Ensure and follow-up all project exception and performance items until time of closure.
•Provide vital inputs to daily and periodic project progress and status reports to management.
•Work with plant Engineers for all projects conducted inside bulk plants as of new installations or modifications to improve existing facilities.
•Participate in reviewing and approving Design Basis Scoping Paper, Project Proposals and detailed design packages for major capital and BI-19 projects.
•Contribute with operation, maintenance and other engineers on reviewing red marking, as-built drawings for ERDD facilities.
•Familiar with all types of materials procurement methods through direct charge, stock and B2B.
•Work with vendors and contractors to fulfill all the requirements of the projects’ submittals; like NMRs, IFC design packages, red marks and as-built drawings participating in the commissioning for the ongoing major capital and BI-19 projects until successful startup.
•Participate effectively and efficiently in the projects’ HAZOPS, PHA and value engineering.
•Initiate contractors service orders required for the BI-19 projects.
•Review Job Safety Analysis (JSA) for work related to mechanical equipment.
Minimum Requirements A. EDUCATION: B.S. in Engineering.
B. EXPERIENCE: Five years of professional experience, preferably in the oil or similar process industry.
C. LANGUAGE REQUIREMENTS: A thorough knowledge of English is required to perform work as described and make clear and concise verbal and written reports and keep up with technical advancements. Arabic not required, but desirable for American incumbents in this position.
D. OTHER: Must have a thorough knowledge of engineering practices and economic principles, calculation methods, design details, US and Aramco Codes, Standards and Specifications.
Duties & Responsibilities A. Develop continuous improvement solutions and formulate the design basis by collecting, analyzing information and data relative to
operating requirements, process, economic considerations and such other pertinent factors as may be involved as a preliminary step in
support of proposals for new construction, modifications or maintenance to equipment.

B. Develop Cost estimates for the cost of engineering, labour, equipment and materials based on analysis of preliminary design data; drawn up the expenditure request and justification; and assemble the supporting detail; Review the work of others so engaged and recommend such changes as may be required.

C. Lead the development of engineering specifications and develop material and equipment specifications and resolve related
engineering problems in rendering the design by applying accepted engineering principles, codes and standards; making the necessary
diagrams and calculations; and considering the economic factors involved.

D. Assist other engineers in the solution of problems outside their specialty (application).

E. Outline the supporting service requirements such as drafting, surveying, materials take-off, requisitioning and clerical services; checks and coordinate the progress of such work; and review it for accuracy upon completion.

F. Review the work performed elsewhere than in SAO for conformance with SAO conditions and to assure its appropriate relationship to existing installations; and if required, redesign and recommend necessary modifications.

G. Studies and recommend appropriate sites and locations for proposed installations and facilities.

H. Act as the project design engineer on assigned projects. Follow and inspect the construction progress of assigned projects assuring conformance with design specifications, codes and standards; Recommend or confirm design changes, material and equipment substitutes; and assure that costs do not exceed appropriated funds by anticipating overruns and justifying supplementary appropriation
requests.

I. Perform a variety of related work such as initiating reports, correspondence and cables relative to assigned projects, assembling performance data and conducting studies relative to the development, procurement or adaptation of equipment; interpreting the meaning and application of codes and standards, reviewing operating procedures and safety instructions; acting as technical consultant on operating problems.
